Subject: cycle of relief & development

I would like to clear something about the cycle of relief & development as per lecture by Warren Lancaster during the 1993 SOFM in Amsterdam.

Here it is:

1. Emergency Relief
2. Rehabilitation
3. Reconstruction
4. Development
5. Disaster Prevention
6. Disaster Alerting
7. Disaster Preparedness

Is war (or armed conflict) a trigger agent or a hazard of a disaster? I'm not sure if war is listed in the hazard feature of a disaster. What are listed as trigger agents are: earthquake, highwinds, flooding, drought, and fire. Are there other trigger agents not listed here?
