I think, for one, it would depend on the political climate and the peace & order situation of the host nation. But in some cases, rehabilitation is already being done "off location" even while emergency relief is still going on. In the case of earthquakes and other natural disasters, rehab can be done right away while relief is on going.
In Mindanao, for example, rehab is best done when the funds/budget is
ready with a comprehensive plan to reconstruction and development,
PLUS a lasting conflict resolution coupled with a political will.
