I personally see Acts 15 to be a "compromise" negotiated agreement FOR THAT TIME. Two moral (universal) laws (no idolatry nor immorality) and two ritual (Jewish cultural, hence relative) laws (no blood nor meat of strangled animals). The latter two were to appease Jewish conscience, but not prohibited in God's eternal Word (cf. 1 Tim. 4:3-4; Mk. 7:21-23). Let's plant churches in their (contextual) terms, not in our (contextual) terms.
